    The article makes it clear that this is being pushed by utility companies that realize that it is a threat to their business.

    It also says Arizona has already done something similar, although not a very high charge.

    I guess that once all power generation is coming from individuals with solar or wind, the grid will have to provide balancing and storage and somebody will have to pay for that - but it is too soon as currently small scale solar is actually a cost saving to power utilities.
