Lebed bought penny stocks and then promoted them on message boards, pointing at the price increase. When other investors bought the stock, Lebed sold his for a profit, leaving the other investors holding the bag. He came to the attention of the U.S. Securities and Exchange Commission (SEC), which filed a civil suit against him alleging security manipulation. Lebed settled the charges by paying a fraction of his total gains.
Who has claimed that government should own everything? That is not socialism and never has been socialism. Socialism is using resources for the benefit of the community rather than primarily individuals. The NHS (national health service) is a form of socialism because it benefits the entire community. However since certain elements of it have been privatised for profit it has seriously gone to the dogs. This is what happens when you let capitalists near your project, they suck the lifeblood from it for their own personal gain.
