I think your avatar has to have to the extension ".gif" But I'm not really sure, try asking someone who does have a moving avatar.

The moving avatars MUST be 50x50 in size

They also MUST be under 32KB

So, if you size it to 50x50 pixel and make it smaller than 32KB it will work.
