Send feedback (click on link at the bottom of your screen) to let the admins know what you're doing. That way you won't get banned as a multi-accounter. Then make sure you NEVER go near the old account again. You can't transfer your games across though, you'll come up as a p1200 again and have to play another 20 provisional games.

So you just want to reset your rating and statistics? Is this what you want?
TOS 3(a) says "You will not create more than one account." If you do that you can be banned. It's against the rules. It doesn't say that you cannot use more than one account simultanously, it says that you are not allowed to create more than one account, period.
Why do you want to terminate one account and open a new one anyway?
The reason that I want a new account is that somebody hacked this one. Every few days they completely mess up my account. It's getting very annoying. The only thing is that redhotpawn does not let me create a new one with the same email.

That would be very helpful but the only problem is that they already changed it. So now I can't change it and the only reason THAT I'm still on my account is that I never log off.

If you're logged on then you can change your password.
"My Settings" -> "My Personal details"
Now you can deal with YOUR chess and stop blaming THEM.
When you change the settings, don't forget to change the settings in "Site Settings as well. For you the "Enable multiple browsers to be logged into the same account" checkbox should be empty for higher security. Then you have to log in whenever you change computer.
But anyway, when you leave the computer be sure that you have logged off properly.
