provisional players in tournaments?

Hi. I was just wondering if provisional players are allowed in tournaments? I just entered a tournament a there is a porvisional player in it - April 2009 Quartets IV - bob 58. I don't really have a problem with this except it seems like it could create ratings problems.
More curious than anything.
