If you play a provisionaly rated player, is your own rating still affected by the result?

I would say yes

if its a rated game it will have an effect on you if you win or lose

Yes, but not as much as much as it would if he/she were a rated player.

It's actually half as much as it would be if you had the same result against a non-provisional player.
