Resigning early in tourn/clan

If you resign before move 3, (that is, move 2,1, or 0) does your rating drop / does the rating of the winner go up?

The reason I ask, is, in the clan leagues, a player is asking me to draw move 1 on both games because he doesnt think he has time to play. Otherwise, he says he'll give me the timeout. I do not want either. A draw is disappointing in clan leagues, and I hate how timeouts go. So if he resigns before move 3, will our ratings change or will I just get my points for the clan league?

My understanding if resigned before move 3 then points awarded but no rating change
