Article 5: The completion of the game.
5.2 The game is drawn when the player to move has no legal move and his king is not in check. The game is said to end in `stalemate`. This immediately ends the game, provided that the move producing the stalemate position was legal.

because it is harder to put somebody in that position in most of the cases.
Well, if you are getting beaten... and see a chance to stalemate... you can consider that a win of sorts.

If you'd like to win by stalemate, try checkers. In checkers you win if your opponent is to move and has no legal options left.

To save oneself of a loss by stalemate, this could also consider beeing a win, doesn't it?
If I was about to lose and found a way to force a stalemate (or eternal check or repetitional moves) then I certainly do it.
And if it is a tournament game, I win one point...
