How do they work?

I used to have none and now I have 4.

No. But they help you find interesting posts, especially if you don't read the forum regularly. Or at least they used to help you with that when there was still a list of recommended posts of the week (I hope it will be back soon). While there's a lot of rec-abuse going on, so that it doesn't mean much if a post got a rec, most posts which get many recs will be worth reading.
