@Ponderable saidI would limit lawyer's ability to file motions. I would give them three - if a motion is accepted, it is not used up. No 'omnibus' motions, either, each has to cover a single issue.

On the other hand: How would you propose a judical system witout lawyers?
This rule could apply in difference phases: pre-trial, trial, sentencing, etc.
After three strikes (rejected motions) in a given phase, that would be evidence that side was being dilatory and frivolous and the trial would move forward without further delay.
