Japan's culture of sexuality is screwed up. Very unhealthy sense of sexuality over there.

The nation of Japan is so paranoid about their reputation they perform drastic punishments for what in other nations is considered normal.

And then you have hentai and teenage schoolgirls selling sex to rich businessmen so they can afford the new trendy purses and such.

Once again, you're asking the wrong group. If you want an accurate answer, I would suggest you ask the designated legal authorities in each country what their policy is regarding athletes conduct abroad. 🙂
