Paris has elected it's first female mayor, a Spanish born socialist. It's interesting that Europeans are happy and pretty successful with a mixture of capitalism and socialism, yet in America socialism is a dirty word. Both systems seem to operate pretty well, since the the EEC and America have about the same size GDP, but it's an interesting contrast nontheless.

Governments don't need money to spend money. They just have to be willing to spend. Governments don't really need money, they can just spend money from thin air.

We have lots of female mayors, governors, and legislators in the US, so I don't know what that has to do with socialism vs. capitalism.

Socialism is a dirty word to Americans who believe in capitalism. The two are at opposite ends of the spectrum, and are as compatible as oil and water. When mixed, as in the US, capitalism takes the blame, and socialism gets the credit. For example, capitalism is blamed for the shortcomings of America's health care system, when most of the blame for escalating costs are really due to the socialistic parts of the system.

There are plenty of EU states with public finances that are healthier than Germany's, for instance Finland, Sweden, the Netherlands and Luxembourg.

With the possible exception of Netherlands, these are quite small nations, and quite recently adopting socialism. Socialism usually looks good in the short term, and goes bankrupt later on.

The influence of socialism in these countries dates back to the dawn of socialism (in particular democratic socialism) itself.
