Perhaps he’s waiting to see what happens so he can throw his considerable political weight fully behind whoever the Dems choose. Biden was obviously going to pitch Harris but Obama has the luxury of wait to see what the wider party want.

Win or lose in November, Vance won’t make it to the top of the ticket because once Trump is shoved into the sidelines there will be a scramble for the top spot the likes of which you haven’t seen and there will a lot a quality candidates. Vance is vote hoover for Trump. nothing more.
