The real question is: why do you think fraud ONLY happens in California and Minnesota?
If you do a little math, the federal government receives more from both these states. Minnesota pays into federal government a lot more than it receives. California too. If the DOJ and FBI were looking for fraud and waste, they should look at states that spend the most per capita on its residents.
Seems likely that's where the biggest fraud is. But the DOJ goes after California and Minnesota because of who their governors are.
