I'm wondering what the other guy was doing, basically holding the child there so he could hand it to the immigrant superhero.

I was wondering what he was doing also, it looks a little odd that he didn’t just grab the child.

The man holding on to the child was a neighbour. There was a divider between the balcony the child was hanging onto and the balcony of the neighbour, so the neighbour was unable to safely pull the child up without help.
