It probably is because the people have suddenly gone crazy due to conservative government and has nothing at all to do with the spike in non-EU immigrants, who constitute a wildly disproportionate share of offenders.

Prosecuting people after the crime is rather late in the day. Pro-active education for immigrants would be my preferred solution.
