-Removed-Actually, in your general area, you are facing population decline. Wikipedia says the following:

Many nations in Western Europe (and the EU as a whole) today would have declining populations if it were not for international immigration. The total population of the continent of Europe (including Russia and other non-EU countries) already peaked around the year 2000 and as of 2004 is falling.
Now if your complaint is really that people today don't take responsibility for their children, or that they are unprepared to care for their children properly, then really, you need a new thread title. That is an entirely different topic.
