One of the biggest issues we will face in the medium term is food shortages. Combine this with further economic decline driven by funds being wasted on Olympic 'villages' in which no one actually lives, wars in which we only keep the peace and a proposed manned mission Mars and we will soon be eating each other's raw viscera in the streets.
But I have a solution and it's brilliantly simple and totally foolproof: Having a new person should be like buying a new car. Basically if you want to have a child the first thing you have to do is trade another member of your family in. Yes that's right. If you want to bring another screaming, crapping social liability into the world then you should be required by law to take grandma down to the Soylant Green factory and have her liquefied into Gerber apricot flavoured baby food.
But before that, you should be required to produce a 'fit to reproduce' license which indicates that you have taken a course in the art of child rearing and show that your license carries no fixed penalties, incurred due to your previous revolting offspring misbehaving themselves.

Many nations in Western Europe (and the EU as a whole) today would have declining populations if it were not for international immigration. The total population of the continent of Europe (including Russia and other non-EU countries) already peaked around the year 2000 and as of 2004 is falling.
Now if your complaint is really that people today don't take responsibility for their children, or that they are unprepared to care for their children properly, then really, you need a new thread title. That is an entirely different topic.
