    if a player accepts a draw offered by a lower ranked player (because of a botched castle move), would the higher rated player's # go down?

    yes but only about half what it would have gone down if you lost to
    the same player, don't think you can lose more than 12 points
    for a draw, like you are rated 1400 and your opponent is at 1000.

    The max a player of rating under 2100 can lose due to a draw is 16 (half of 32).

    This occurs at a rating difference of 720 or greater.
