    I think we need to know the parameters of the problem.

    For instance do '+' and '=' have their normal meaning?

    Do the digits have their normal numerical value? (If not are they cyphers for different single digits?)

    Very clever, it took me a minute to figure it out even after reading your answer (number of segments of each number on a 7-segment display)
