"Awaiting new game" in Sieges

I'm in 3 siege q's. 2 of them haven't even moved since before Christmas and just have "Awaiting New Game" on them.

Shouldn't there be a limit to how long a break between siege games? If challenger can't play within limit put him/her to bottom of q. If holder can't play within limit put person at top in as holder...

What ye think?
