Floating "Up" Arrow On Screen

I don't know what it's called.

Put an "up" arrow in the lower right corner of the screen, that stays where it is on the screen as the page is scrolled. Clicking it takes the screen content to the top of the page. This will help us navigate faster.

The "Home" key on the keyboard already does this.
