Vacation Time Zone

Correct me if I'm wrong, but I believe the timezone for any vacation is GMT. While most would prefer their own timezone, I can see the reason to always use GMT. Otherwise, people would game the system by changing their timezone to maximize timeout protection.
Still, it would be helpful if this were more clear on the vacation page. It would be nice if one could hover over a vacation and it show the time of day the vacation will start (and end).
