“FIFA chose the 38-year-old former police officer to take charge when the Netherlands and Spain meet at Johannesburg's Soccer City on Sunday.

He handled Spain's 1-0 loss to Switzerland, then won praise for controlling a dramatic end to Slovakia's 3-2 win that eliminated defending champion Italy. He also refereed Brazil's 3-0 second-round victory against Chile.
Webb and assistants Darren Cann and Mike Mullarkey will complete a prestigious end-of-season double after officiating the Champions League final in May, when Inter Milan beat Bayern Munich in Madrid.”

Webb and his crew made mistakes- notable the Italy goal which they dis-allowed for off side when it was not (the defenders feet was ahead of the italian forward)

For the call you cite; it was a close call and could have gone either way. It is relatively minor compared to typical horrible officiating throughout WC.
Here are two for comparison with the dis-allowed goal you mentioned. These fall into a ‘miserably-stupid,’ and unforgivable category and sadly are far from being alone, there are loads of others just as egregious which could be cited. Bad calls have overshadowed this WC due to the fact many individuals FIFA saw fit to have on referee list appeared to be inexperienced, certainly where championship football is concerned.
--Frank Lampard's shot bounced off the crossbar and over the goal line at least 2 feet. Unforgivable blunder by Uruguayan referee Jorge Larrionda’s crew did not award the goal.
-- Goal by Argentina's Carlos Tevez, who was blatantly offside, was allowed by Italian referee Roberto Rosetti. The call was so obviously wrong Blatter apologized to Mexican officials.
Frank Larrionda and Roberto Rosetti blunders were so egregious, FIFA removed them from referees list for the remainder of WC.
There were loads of others who recognized ghost fouls and awarded undeserved cards that should have shared Larrionda and Rosetti’s fate.
Comparatively, Webb’s crew stood out by exercising control without interfering with flow of play. Another most important point is: Webb didn’t countenance actors taking dives and did not award cards for no reason.
