Even if true, that means that MLB didn't think it desirable to ban steroids for competitive advantage reasons, so they didn't. Hence, their use at the time couldn't possibly be a deliberate violation of the rules of baseball to gain a competitive advantage i.e. cheating.

i'll be watching sox yanks because the playoffs are on the line here
