1. no person decides, a computer will start it soon after it fills...

#1 is correct.
#2 is wrong. I receive an email when a tournament I signed up for starts

When it starts the new tournament games will show up on your 'My Games' page with the tournament icon shown by the games.

i dont remember that one.. can that stuff be turned off? all i remember is a shot msg. for winning..
