Start of second rounds

In general, when do second rounds of tournaments start? I've one
Tournament 2271
where the first round has been finished for over a week now. I would have thought that the second round would have started by now, but maybe that's a normal delay. For all I know (I just started playing tournaments in June), the later rounds only start at the beginning of the month or something?

If I encounter such a situation I send feedback and within hours it is started

Not anyone has made a move as of a few seconds ago, though.
