I don't think there is an option to set limits based on your rating, such as "my rating +/- 300" or like that. You can specify a minimum and maximum for your prospective opponent by clicking on "advanced options", and that's about it.

The second poster is correct. These options are only available after you complete 20 games (become non-provisional).
While you are provisional you can't set rating limits, but if you have a rough idea of your real level you can say "1300+" or "below 900" in the game's Name box and it will appear on the Open Invite. Most players will respond appropriately, and if they don't you're no worse off than you are now.
