But... I looked at the guys game history and it doesn't appear to be consistent with thread 101628.

Who knows? He must have been eligible or he wouldn't have been able to enter I guess. If you KNOW he was above the allowed rating when he entered the tournament, you could send feedback.

The answer is simple, until 15th June his highest rating for the previous 100 days was below 1275 as required by the tourney - The tourney is May banded tourney so he entered likely just at end of May whilst still under 1275 for previous 100 days.
