Problem with Set Piece Game

I have a problem submitting a set piece game position. It says that it won't allow me to submit a position where either king is in check or mated, but neither is! The black side is in stalemate; however, I have set white to move.

Is this a bug or a feature?

Here is the fen:
5k2/4np2/5N2/2B5/8/8/8/6RK w - - 0 1

Might be a problem with the validation algorithm which checks to ensure that the king isn't in check or mated.
