If an opponent has not played for the time bank period and the game shows a skull, can I wait for a few months for him to return to the game? Can he return to the game and, if so, how much time will he have to play when he returns?

In a regular game claiming a 'time out' win or clicking that skull is optional.
You do not have to click the skull. You can wait as long as you want.
When they move they will have their 'time out' period reset at that time, as usual.
They will never get any more 'time bank' added. Once used, it is gone.

Other games such as tournament games are different.

    Thanks.
