my oppent offered me a draw and I accepted.I was ranked twenty eight points below him and I gained one point.He also gained one point,how come ? scousemouse

Perhaps your opponent finished another game with someone else at about the same time. Is there any chance of that being the case?

Otherwise you are correct. The same amount of points that are gained by one player should be lost by the other player when the game is over.

Where the rating difference is between 11 and 32 points, a draw is worth 1 point to the lower-ranked player, loss of 1 point to the higher-ranked player.
