This bill is not yet in force, maybe it is for 2025. It was overwhelmingly approved by the US Senate, 79/18. Apparently there are just a handful of Palestinian supporters among the US Senate. They all see the justification in assisting Israel. Maybe they know something you dont. Maybe these are some of the reasons why Americans like Israel:

Is it that they’re the only democratic country in the region?
Is it that they’re the only country in the region where women have any real rights?
Is it that they’re the only country in the region where members of the LGBT+ community are not executed, but in fact welcomed?
Is it that they don’t require citizens to be members of their faith, and even allow members of different faiths to participate in the government?
Is it that despite being surrounded on all sides by peoples that want to wipe them off the face of the earth that they have never once initiated any sort of conflict, and strive for peaceful relations with all their neighbors?
Is it that when defending themselves against those who want to destroy them, and who willingly rape and torture their innocent civilians, that they still try to limit civilian casualties of their opponents as much as possible, even though doing so greatly increases the risk to their own soldiers?
Is it their enormous contributions to medicine and other sciences despite the tiny size of their country?
Is it their continued desire to make peace with those who have attacked them, even going so far as to offer aid, support, and infrastructure to their enemies once a cease-fire has been declared?

There is no evidence to support your gross exaggeration of $40B in the last 2 years. US aid to Israel has been about steady at $3B over the last few years. It is only this year Biden signed off an increase of around $14B, making it $17B for this coming year only. This he said is to help Israel defend against Iran. I suspect Israel wants to take out Irans nuclear facilities hidden in the mountains. I think the world should be grateful that these sickos have no nukes because of Israel.
