Embryologically, the default position is female. That is, once an egg is fertilized, it will develop female, UNLESS something happens to make it male. If it doesn't happen, the foetus will stay female. This suggests that a penis is an overdeveloped clitoris.

That has been debunked ages ago.
Take a look a the chromosomes. If you find a Y the foetus is male and will develop accordingly. If there is no Y it will be female.
But if that soothes you, you can have a person without a Y chromosme but not a person without and X. (And a XO person [single sex chromosome] is possible and female)
