My reading of the link in the OP was that it was experimental, I think this is intended to be a proof-of-concept mission rather than a means of practical communication.

Well, it's not entirely clear what Austria would be contributing if it were not the entanglement technology. China are providing the satellite launch facilities and both countries have clean room facilities. So the only thing Austria can provide that China may not be able to itself is the quantum technology. So AThousandYoung's claim is plausible, but it would be nice to see a reference. It's entirely plausible to me that there is more than one group involved in developing the quantum technology.

I haven't seen any such claim by ATY, but in the event that he does think that Asian born scientists have not contributed to science then I'd draw his attention to Chien Shiung Wu who conducted the experiment that showed anisotropy in beta decay of Cobalt 60, which proved that the weak force only couples to the left-handed chiral component of matter. This is a contribution of such fundamental importance that it is difficult to overstate how crucial it is to our understanding of nature.
