I think this is the way to do it. If people deny such a request, then you can think about naming and shaming, but not before. Odds are that only a few percent of people read through the fora.

Tournament 3804 April Mini Banded Duel I 1150 - 1175 The tournament has been going so long that one player's rating has increased to 1405.
That's something that happens regularly, but it's just a time lapse thing with most people rather than sandbagging. 🙂
