The c3 or Alapin Sicilian Can defer this 2.c3 to 3.c3 and instead first do 2.Nf3. Usually doesn't matter. Either way.

Bad move. Some black players mistakenly stick to their known Sicilian but 2.c3 denies the typical open Sicilian variations.
