'access denied' going into a forum?

A buddy of mine says he has 'access denied' message trying to get into the chess forum. Any idea how that can happen?

Case of being banned from the forum? I think you get a pm from the admins explaining the ban.

This isn't a ban, this sounds like a configuration issue resulting from a server rebuild last week. Can he send feedback?
