Changing a clan leader

Hi, Is there anyway of changing a clan leader that has been inactive for some years? I would like to make the clan active again however the captain has not been on site since May 2008.

We will transfer leadership if clan leaders have abandoned the clan. As @mwmiller said, please send feedback.
