claiming a timeout wins (Not covered by FAQ)

one of my opponents has not moved for 17 days and when o try and click on the skull to claim the win - nothing happens
what can i do - will it just expire eventually?

It looks timed-out to me .... if the skull won't work I suggest you send feedback and let admin sort it out.
