I know that database's are allowed in RHP, but what kind of databases does it have to be, does it have to be books? or can it be like an online database. Is chessbase.com database allowed? and if so, am I restricted only to a opening database?

I personaly think I could raise my rating up 200 points if I use one, but I still think that using one is unfair when playing low rated players, IDK

Yes, any kind of database is allowed, or other reference is allow. It can be a book, or digital, and it doesn't just have to be openings.

I don't find databases to be particularly helpful when playing against lower rated players, because they usually divert very early. So I wouldn't worry about that.
