Disabling annoying pop up

How do I disable the pop up that says "Control+R improves image..." It's very annoying and pops up everytime I put the cursor on an a chess piece I want to play? Thanks!

try your settings and pop up controls
clear your chache

i never had this happen to me either
i think it's on your own computer
