funny glitch?

A strange funny thing occured.In the new MOAKT tourney.I can claim a win by time-out as white after one move but not as black.Naturally the games are created on the same day.Funny!The game where I play black has no moves though.Is that why I can't claim a win?
Not that I'm gonna do that,just curious.
