When you're creating an Open Invite there's a link at the bottom called "Advanced Options". Click it and it will give you the option to set rating limits.

Check your home page for available tournaments. There are frequent offers of banded tournaments, and only people in the right rating range can enter. You can also join clans and the clan leaders will find you equally-rated opponents.
