You need to find Site Feedback on any page middle bottom of page and let the admins know what you would like to do.

Whoever it is you want to take your clan over should use the same function. The admins will get the same message from both of you and make the change for you.

Both users should use the same topic like "please change my clan leadership for clan number 24580" so everyone is on the same page.
