Is it normal?

I played a game and my (and my opponent's) rating did not change at all.

Is it because we both have provisional ratings and is this normal?

Provisional ratings do that,
They're the average of 20 games, so expect anomalies.

Once you're past the 20 game mark then the calculation changes. Check the FAQ
