New Chess Server!!!!HELP!!!!

hi all!

I want to make a LITTLE and easy-to-operate chess site for the local people here because we do not have any in our country. And other chess sites are costly compared to our people's ability. Again the payment methods are not accessible to all and the methods are costly too! So people willing to play in exciting tournaments and team games here are being upset.My site will allow them to be members very easily and at a nominal cost.
So please help me with your suggestions and knowledge of developing these systems. I can program in c++, java, javascript,xhtml. But never did a job like this. So without your help it would be very difficult for me to accomplish the task.
