No Email List

Each user should be able to maintain a list of users that they are not
willing to receive emails from.

Such users will be informed when attempting to email you, that you
have blocked email from them.

This will be useful if getting irritated by someone in particular nagging
you to move!

The idea is to be able to block opponents from emailing you from the
website itself....
