Non subs reporting TOS violations

Subscribers get a button to report posts. I do not know how non subscribers are able to report.

I do not understand why non subscribers should be open season for trolls who are subscribers. Is it part of this site's business model?

At the bottom of every page is 'send feedback'. This could be the way for non-subs to send violations.

Non-subs can also PM a sub and ask the sub to report a suspicious item by proxy.
