open invites

How are you suppose to accept an open invite without the "accept game offer" link? I've often seen this. And when I've tried to challenge the person they are at their max games..yet the open invite remains?? What does this mean? How does that work?

If there's not the ''accept offer'' link it means that the game has ratings restrictions and you're rated over/under the rating requested.
