you have to put your picture somewhere in the web and then just paste it's URL (like http://www.mydomain.com/pics/myRHPpic.jpg) in the URL-field of the ForumSettings

have a look in your profile settings and your forum settings. There are requirements there regarding picture sizes etc. The other big issue is that the picture in question must be on the internet somewhere that does not need a password to access. If in doubt, ask phlabibit (sp?) who is a site master of avitars!
